Call for the Establishment of the National Youth Representative Organization

The National Youth Agency announces the call for the establishment of the National Youth Representative Organization (NYRO), which will function as a non-profit umbrella youth organization representing the needs and interests of young people to interest groups and promoting their inclusion in decision-making processes. To this end, the NYA invites all youth organizations and/or organizations for young people to establish the NYRO in accordance with the Civil Code of the Republic of Albania and the applicable legislation for the creation of non-profit organizations.

In support of Article 100 of the Constitution and point 3 of Article 13 of Law No. 75/2019, "On Youth," and the Decision of the Council of Ministers No. 274, dated 12.05.2021, "On the determination of the criteria that the National Youth Representative Organization must meet, it follows as below:"

The National Youth Representative Organization, in order to be recognized as such by the National Youth Agency, must meet the following criteria:

  1. It must be established and registered in court as an association with membership from youth organizations and/or for youth, in accordance with the applicable legislation for non-profit organizations;

  2. It must have a statute approved by the competent court;

  3. It must have a membership of no less than 60 (sixty) youth organizations and/or organizations for youth, which must:

  4. They must have as their objective in the organization's statute activities and initiatives focused on youth.

  5. They must have fulfilled their tax obligations in accordance with the applicable legislation.

  • They must have experience in youth activities and initiatives.

  1. They must not be in the process of bankruptcy or liquidation.

  2. Neither the organization nor its legal representative should have been convicted by a final court decision.

  3. To conduct their activities in all 12 districts of the Republic of Albania, according to the territorial division.

  • To have diversity in the fields of youth activities or for young people in which they operate.

Be Aware: Priority to be recognized as an OKPR is given to organizations whose founding members have the longest experience, the highest number of memberships from youth NGOs, cover activities in most of the country, have collaborations with their counterparts in the region and the European Union, and consist of at least 70% youth organizations.

To be recognized by the National Youth Agency, the OKPR must submit the following documents to our email address: info@rinia.gov.al;

  1. The registration document from the court;

  2. A copy of its statute;

  3. Copies of the statutes of the founding organizations of the OKPR, specifying that youth activities and initiatives are part of their operations;

  4. Certificates from the tax authorities confirming that the founding organizations of the OKPR have regularly fulfilled their obligations;

  5. A court certification that the founding organizations of the OKPR are not in bankruptcy and/or liquidation proceedings;

  6. A court certification that the founding organizations of the OKPR and their legal representatives have not been convicted by a final court decision.
